What Qualifies as a Green Vehicle?

Simply put, a green vehicle is more efficient and less polluting than a conventional vehicle. Eco-friendly vehicles run on a variety of fuels that “burn” cleaner than gasoline or diesel. Because the level of greenhouse gas emissions depends on the source of the fuel, alternative fuels generate fewer tailpipe emissions.

While green vehicle eligibility may vary depending on the incentive program, these are the most common eco-friendly car categories:

  • AFVs = Alternative fuel vehicles (EVs, PHEVs, biodiesel vehicles, fuel-cell vehicles)
  • EVs = Electric vehicles
  • PHEVs = Plug-in hybrid electric vehicles
  • ILEVs = Inherently low emissions vehicles
  • HOVs = High-occupancy vehicles

Carpool Lanes & Emissions

Florida high-occupancy lane exemptions are one of the most exciting Jaguar I-PACE incentives available to you as a green vehicle driver. Even if with no other passengers in your car, you’re still allowed to use the High Occupancy carpool/HOV lane if you’re driving an ILEV or hybrid certified by the EPA. To take advantage of this park, you’ll need to obtain an HOV decal from the Department of Highway Safety and Motor Vehicles. Here’s what you need to know:

  • Fill out an application form for Florida HOV Decal
  • Bring form and fee to your local tax collector’s office
  • Or, mail the application and include postage with a fee.
  • Fee is $5 for a year, or $10 for two years.

The Florida DMV also exempts green vehicles from smog or emissions testing during registration/registration renewal, so you can save time in Delray Beach! Be sure to take advantage of the Express Lane Incentive, which affords free access to the express lanes on I-95 for free.

Florida Electric Vehicle Incentives

There are no Florida EV tax credits. In lieu of Florida electric vehicle tax credits, you’ll be eligible for a federal tax credit of up to $7,500. As of Jan. 1st, 2023, the rules on what vehicles qualify have changed due to the Inflation Reduction Act. See the new revision for the federal electric car rebate below:

Qualified Plug-in Electric Drive Motor Vehicle Credit – Federal Form 8936

You may be eligible for up to $7,500 with this credit. This electric vehicle incentive originally required that credits are phased out after 200,000 units of your electric vehicle model have been sold, but as of Jan. 1st, 2023, the 200,000 unit cap has been eliminated. Qualifications rules have changed, and are more stringent than before. To qualify, your vehicle must:

  • Must have undergone final assembly in North America
  • Have a battery capacity of at least 7 kilowatt hours
  • Weigh less than 14,000 pounds.
  • Must be a new, qualified plug-in EV or fuel cell electric vehicle (FCV) made in 2023
  • Must come from a qualified manufacturer (see what vehicles qualify below)

You can check to see if your specific vehicle meets the requirement for final assembly location on the Department of Energy’s page on Electric Vehicles with Final Assembly in North America by using the VIN Decoder to. You can find this under the VIN Decoder tool under “Specific Assembly Location Based on VIN.”

Certain sales also only qualify for the credit if:

  • You purchase the vehicle new (models from 2023-2032)
  • You buy it for your OWN use, not for resale
  • The seller reports the required information during the time of the sale to you and the IRS, including your name and taxpayer identification number
  • For vans and pickup trucks, MSRP cannot exceed $80,000, and $55,000 for all other vehicles

Plug-in Electric Vehicle (PEV) Rebate — Jacksonville Electric Authority

You can claim this credit if you purchase or lease certain new PEVs. Vehicles with a battery less than 15 kilowatt-hours (kWh) in capacity may receive a $500 credit, and PHEV green vehicles with larger battery capacity are eligible for $1,000. To claim your credit, bring a copy of a valid Florida vehicle registration, proof of sale, and a recent JEA Electric bill.

Plug-In Electric Vehicle (PEV) Rebate — Orlando Utilities Commission

You can receive the OUC credit for eligible new as well as pre-owned PEV models. This is for residential customers who purchase or lease an eligible new or preowned PEV. Drivers must apply within six months of green vehicle purchase or lease.

Home Charging Equipment Rebate – Kissimmee Utility Authority 

If you’re a Kissimmee Utility Authority customer, you’ll be eligible for a $100 Florida electric vehicle rebate just for purchasing an EV. You’ll also be eligible for a $100 credit to help offset the costs of setting up your home charging station! 

Federal Tax Credit For Used Electric Vehicles and PHEV

While the rules are more stringent on new EVs, the rules for getting a federal electric car rebate towards a pre-owned EV and PHEV are a bit more lax. Used EV/PHEV buyers can qualify for electric car incentives of 30% of the value of a used EV/PHEV of up to $4,000:

  • The used vehicle must be at least two model years old during the time of sale
  • The original owner of the vehicle must be an individual and not a business
  • Used EVs and PHEVs must be purchased at a dealership like Jaguar Palm Beach. Third party sales don’t qualify.
  • The used EV/PHEV must be less than $25k
  • Buyers can only claim one used vehicle credit per every three years
  • Credit can only be applied during the time of sale by the dealership
  • Have an income cap of $75k for individuals, $112,500 for head of household, and $150k for joint returns
  • Credit ends on December 31, 2032

Unfortunately, under the new revisions to receive a federal rebate for electric cars, there are no government-backed Jaguar I-PACE incentives for new models.
